The proposed construction includes installation of a scored concrete patio, sitting walls, piers and walk access, site sign posts, pergola, paved drive access and parking area, striping, stormwater raingarden, electrical service and lighting, signage, bicycle rack, detectable warning surface, and all other necessary work and materials for the construction of the Bedminster Township Crossroads Park. Principal items of work include dense graded aggregate base course, hot mix asphalt surface and base courses, concrete patio and driveway apron, concrete and Belgian block curbing, pergola installation, sitting walls with piers, site sign posts, pole lights and wall underlights, electric service with connections and conduits, stormwater raingarden, resetting a sanitary sewer manhole using existing casting, and a bicycle rack. Alternative bids involve removal and disposal of the existing sidewalk in the right-of-way and replacement with a 7 ft. wide minimum sidewalk of either concrete or brick paver material with associated detectable warning surfaces. The work must be completed within ninety (90) calendar days of notice to proceed, with all construction completed by an established completion date. Each bid must be made on the prescribed forms furnished with the contract documents, including a non-collusion affidavit, ownership statement compliance form, consent of surety, and a certified check, cashier's check, or bid bond of not less than ten percent of the bid amount (not to exceed $20,000). Checks and bonds are held as a guarantee of contract execution and proper security. The successful bidder must provide a performance and payment bond equal to 100 percent of the accepted bid, and must furnish required insurance policies or certificates. Bidders must comply with applicable State of New Jersey requirements regarding equal employment opportunity and disclosure of ownership, and must follow all prevailing wage rate provisions. Bids must be submitted in a sealed envelope bearing the name and address of the bidder and labeled for the project. The owner reserves rights per applicable law to reject bids, waive informalities, or accept the lowest responsible bid. It is the bidder's responsibility to ensure timely bid delivery.
