Sealed bids will be publicly opened for LA-2023 Newark Downtown Connector in the City of Newark, New Jersey, Contract No. 2024-08. Bids must comply with all Federal, State, and Local Laws and regulations, and all contractors must adhere to affirmative action requirements. Bidders must submit a certified check, cashier's check, or bid bond amounting to ten percent (10%) of the total bid, not to exceed $20,000, as a guarantee of contract execution. The successful bidder will be required to provide payment and performance bonds each for one hundred percent (100%) of the contract award. Bidders must also include a Consent of Surety Form and submit all required documents with their bid. A valid Public Works Contractor's Registration Certificate must be provided. The contractor must comply with the New Jersey Prevailing Wage Act. At least twenty-five percent (25%) of the total contract bid price must be set aside for Minority owned Business Enterprises (MBE) and an additional seven percent (7%) for Women owned Business Enterprises (WBE), accomplished through joint ventures, partnerships, subcontracts, or other means. The City reserves the right to reject any or all bids and to award the contract to the lowest responsible bidder. Failure to comply with the instructions and submit all required forms may result in bid disqualification and rejection. Successful bidders must attend a meeting with and obtain clearance from the City's Office of Affirmative Action prior to contract execution. The contractor can participate in the Newark Minority Resident Employment Incentive Program.
