As of February 26, 2026, this project has not yet been awarded. The project is expected to be awarded in March 2026. The work consists of furnishing all labor and material for the construction of water main and water service improvements on Harmon Street as part of a WDNR Safe Drinking Water Loan and Lead Service Line Replacement project. Major quantities for the work include mobilization and traffic control, removal of asphalt, curb, and sidewalks, clearing and grubbing trees, common excavation, sawcut pavement, placement of crushed aggregate base course and asphalt pavement, adjustment of manhole or inlet castings, installation of concrete curb and gutter, concrete sidewalks or driveways, turf establishment, installation of 8-inch and 6-inch C900 water main, fire hydrants, 6- and 8-inch gate valves and boxes, 1-inch public water service with corporation and curb stop, 1-inch water service pipe, and private water service with interior plumbing connection. Instructions to bidders include: - Bids will ONLY be received electronically via QuestCDN.com. - Prospective bidders must be on the plan holders list through QuestCDN for bids to be accepted. - Bids shall be completed according to the Bidding Requirements. - Bid security in the amount of 10 percent of the Bid must accompany each Bid. - Contractors must comply with the Build America, Buy America Act requirements, Davis-Bacon wage rates, and Equal Opportunity and Affirmative Action requirements. - The Owner encourages MBEs, WBEs, and SBRAs to submit Bid proposals. - The City of Spooner reserves the right to reject any and all Bids, to waive irregularities and informalities therein, and to award the Contract in the best interests of the City. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than 10 days prior to the date for opening of Bids may not be answered.
