Site work and paving for a road / highway in Green Lake, Wisconsin. Completed plans call for site work for a road / highway.

Asphaltic Concrete Pavement Pulverize and Pave 2026 to be used during the 2026 construction season. Materials purchased will be used on the following projects funded by Green Lake County and/or the Wisconsin Local Road Improvement Program (LRIP): CTH H (STH 44 - CTH B) 2.3 Miles, CTH N (CTH K - CTH B) 1.7 Miles, CTH O (CTH K - CTH B) 2.3 Miles. Bids should include asphalt materials and pulverizing to meet Wisconsin DOT standards. The plant must be capable of producing a minimum of 300 tons per hour. Bids must be submitted through Bidexpress.com online bid platform search Green Lake County, WI Highway Department. We, the undersigned, propose to furnish the Green Lake County Highway Commission with asphaltic material and paving labor & equipment as specified at firm bid prices March 2026 through March, 2027. No additional fees will be paid beyond what is proposed. Specifications and requirements are as follows: Pulverizing Labor & Equipment • This work shall consist of utilizing onsite pulverizing and relaying and re-grading of existing asphalt surface. • All work shall conform to the requirements specified in the current State of Wisconsin Department of Transportation Standard Specifications for Highway and Construction, with supplemental specifications. • Construction Methods: 2” additional gravel added by Green Lake County to the surface along with existing asphalt surface and base course shall be pulverized full depth to a minimum of 97% passing a 2 inch screen. • Immediately after pulverizing, the material shall be placed to a width determined by the Highway department, and in no case any single lift may exceed 8 inches for compaction. The lay down shall be accomplished by using a grader, water and vibratory roller in accordance to DOT standards. • All grading to be maintained until placement of asphaltic surface. Payment shall be based on a per square yard acceptably completed Final Grading • Final grading will be tied to the awarded Paving Contractor. • Green Lake County will supply trucks and all material to assist the contractor. • All grading must be done by GPS equipped machinery or by grade staking as outlined in WISDOT SS-06-50 and incidental to Final Grading item. • Inform county once job is awarded on preferred grading method. • All final grade tolerances must comply with WISDOT acceptable allowances before paving. • All final grading of base course to be done immediately before and in preparation of placement of asphaltic surface. • 2% standard crown to be maintained throughout the project other than areas specified by Highway Department. • Contractor must ensure proper gradation and mixture of base material and compaction by means of watering, mixing, and compacting. • Payment will be in the form of Lump Sum after the binder layer of asphalt is placed on the entire project. Asphaltic Material Mix Design • The asphaltic mix design shall be current and designed in accordance with the requirements of current State of Wisconsin Department of Transportation Standard Specifications for Highway and Structure Construction, with supplemental specifications. • The asphaltic mix design shall have been performed by an approved testing laboratory. • The asphaltic mix design must be included with the bid and is subject to approval. • Asphalt type is AC with a graded designation of PG 58-28.Asphaltic mix designs are subject to verification during production. Asphaltic mix not meeting the tolerances are subject to additional testing, at a minimum frequency of two tests per day, at the contractor’s expense to import the property in question. • Quality Assurance testing for asphaltic pavement shall be paid by Green Lake County. All testing shall be performed by an independent testing lab acceptable to Green Lake County. • All QC testing must follow guidelines of WISDOT standards, section 460. Results must be turned in to the county after the first day and weekly thereafter, or sooner upon request of the County. • The Asphalt Plant must be capable of producing a minimum of 300 ton per hour. • Bid prices must be F.O.B. at the Asphalt Plant. • Green Lake County will furnish the trucks to haul asphalt material. Prices are to include scaling and loading of county trucks or rented trucks by Green Lake County. • Plant location will be critical in the selection process for all projects and must be specified. • Payment shall be based on a per ton cost of asphaltic concrete mixture. Contractor shall provide County with load tickets to verify amount of material used.
