Westlock County is seeking qualified Contractors to supply and install a natural gas Combined Heat & Power (CHP) unit integrated with the Public Works Shop Makeup Air Unit (MUA) to generate on-site electricity and recover CHP thermal output for MUA preheat. This project is based on the findings and recommendations of an ASHRAE Level 2 Energy Audit completed for Westlock County in 2024. The scope, system intent, and budget for this RFP are directly informed by that audit and are intended to implement one of the identified energy-efficiency and emissions-reduction measures. The Public Works Shop is served by a rooftop, direct-fired natural gas Makeup Air Unit located above the mezzanine. The unit is a large, single-zone system operating continuously during occupied hours. No energy recovery is currently present. Controls are outdated and manually switched between summer and winter modes. Heat losses are amplified by exhaust fan interlocks and oversized airflow relative to actual thermal load. Existing MUA Equipment Details: Type: Gas-Fired, Direct-Fired Makeup Air Unit Model: ICE BMA 120 MODE Install Date: 2004 Thermal Efficiency: 88% Capacity: 1,496,900 BTU/hr Airflow: 12,600 CFM supply Exhaust: Three (3) interlocked exhaust fans at 4,200 CFM each Fan Motor: 10 HP supply fan motor, 208V, 3-phase The proposed CHP system is intended to operate behind the meter, with recovered thermal energy utilized primarily for MUA preheat in alignment with the audit recommendations.
