The SAFER Bay Project is a multi-jurisdictional, public-private collaboration focused on protecting communities and critical infrastructure from sea level rise and tidal flooding along the southeastern San Francisco Bay shoreline in the cities of East Palo Alto and Menlo Park. The East Palo Alto portion centers on the flood protection alignment and associated improvements within the City of East Palo Alto. Professional engineering and related services are sought for Phase 1 planning, environmental review support, design, permitting support, public outreach support, and bid support for the North of Bay Road Reach (from Bay Road to high ground near Tara Street). This includes improvements to enhance public access to the San Francisco Bay Trail at key neighborhood points. Proposers are expected to deliver services necessary to advance the project toward construction readiness, with alignment to the overall SAFER Bay Project framework. The scope of work includes planning, environmental review, design, permitting, public outreach, and bid support for the defined project reach within East Palo Alto.
