Site work and paving for a road / highway in Grand Rapids, Michigan. Completed plans call for site work for a road / highway; and for paving for a road / highway.
This work consists of reconstruction of Butterworth St. from WCL to O'Brien Rd, establishment of ditching system and installation of hydrodynamic separator. The City's Mission Statement and Sustainability Vision Statement, defines the purpose of the Equal Business Opportunity (EBO) - Construction Policy and Administrative Guidelines (1) provide equitable access to do business with the City; (2) encourage involvement in the City's Sustainability vision; and (3) enhance the growth, development and participation of small and emerging businesses to perform on City construction contracts. The successful bidder for the above project may not discriminate against any employee or job applicant in any matter related to employment because of actual or perceived color, race, religion or creed, sex, gender identity or expression, sexual orientation, national origin, genotype, age, marital status, familial status, medical condition, disability, height, weight, or source of lawful income and the successful bidder will be required to insert that provision in all subcontracts relating to the project. The successful bidder will be required to have a policy regarding Drug Free Workplace and certify to the City that this policy is in place The successful Bidder (and specific subcontractors) will be required to sign a Certificate of Compliance with the Clean Air and Federal Water Pollution Control Acts, and a Non-Collusive Affidavit; and to comply with the DavisBacon Act, the Copeland (Anti-Kickback) Act, Certification Regarding Debarment, Certification Regarding Lobbying, and the Contract Work Hours and Safety Standards Act, as is indicated in the Contract Documents. Any contract awarded under this Invitation to Bid is expected to be funded in part by a grant from the Environmental Protection Agency (EPA). Neither the United States Government, the State of Michigan, nor any of their departments, agencies, or employees is or will be a party to this Invitation to Bid or any resulting contract A certified check or bid bond for a sum not less than five percent (5%) of the amount of the Bid will be required with each bid. No bid may be withdrawn for a period of 45 calendar days after the date and time for receiving bids. The City reserves the right to accept or reject any and all Bids; to reject the Bid of a Bidder who is not, in the opinion of the Engineer or City, in a position to perform the contract; to waive informalities, irregularities and technicalities; to reject any and all non-conforming, non-responsive, unbalanced [unreasonable unit price(s)] or conditional Bids; or to advertise for new Bids.
