The City of Urbana is seeking assistance with bridge inspection and bridge program management services for the City's bridge and structure inventory, including 12 bridges subject to the National Bridge Inspection Standards (NBIS) and 17 structures not subject to the NBIS, for inspections due in calendar years 2026 and 2027. The bridge inspections and bridge program management services shall be according to NBIS and Illinois Department of Transportation (IDOT) requirements. Inspections for bridges subject to NBIS require utilization of the IDOT Bridge Inspection System (BIS). The City's bridge and structure inventory are summarized by the following documents, which are included in the Attachments: Bridge Inspection Inventory Spreadsheet. Inspections due in 2026: 24 routine 3 element level Inspections due in 2027: 1 routine 9 channel cross sections All bridges and structures are owned and maintained by the City of Urbana, except for the following: 010-0110, owned and maintained by Norfolk Southern Railway The term for the current bridge program manager for the City of Urbana will end March 6, 2026. The City needs a consultant bridge program manager for calendar years 2026 and 2027. After March 6, 2026, the City will have one certified bridge inspector on staff. The selected consultant bridge program manager will be expected to work in partnership with the City's bridge inspector. "Requests for proposals for design services is underway." The City reserves the right to reject any and all submittals, or any part therof, and to waive any technicalities or informalities deemed to be in the best interests of the City; any such decision shall be considered final. In order to verify responsible vendor status, the City may request additional information and/or conduct interviews/discussions with any respondent who makes an acceptable or potentially acceptable submittal. The City may make such investigations as it deems appropriate to determine the ability of the Vendor to perform the work, and the Vendor shall furnish the City all such information and data for this purpose as the City may request. The City reserves the right to reject any submittal if the evidence submitted by, or investigation of such Vendor fails to satisfy the City that such Vendor is properly qualified to carry out the obligations of the contract and to complete the work contemplated therein. The City expects to pre-qualify multiple firms. If more than one firm is pre-qualified, the City reserves the right to select firms for specific projects based on any criteria the City deems appropriate. The City reserves the right to reject any or all responses to the RFQ, to advertise for new RFQ responses, or to accept any RFQ response deemed to be in the best interest of the City.
