The work consists of public works construction including mobilization, traffic control, best management practices, Type II RPMS Slurry Seal with 3% Latex, crack sealing, protecting utility covers and monuments, pavement striping, markings, markers, and other miscellaneous improvements as shown on the plans and as required to complete the work. Bidders must possess a valid Class A - General Engineering Contractor's License at the time of submitting bids. Wage rates applicable to this project are the State of California Department of Industrial Relations prevailing rates of per diem wages and must be complied with throughout the execution of the contract. Bidders must be registered with the Department of Industrial Relations to be qualified to bid or perform work on the project. The City reserves the right to reject any or all bids, waive any informality, or award the contract to the lowest responsive, responsible bidder. Within three business days of bid opening, a revised bid bond must be submitted. Within five working days after notice of apparent low bidder, the contract agreement and insurance must be provided. Within ten working days after notice of award, bonds, a construction schedule, traffic control plan, and water pollution control plan must be submitted. Contractors can choose to receive full payment without retention by depositing equivalent securities with the City, otherwise 5% retention will be withheld from all payments, with final retention released 35 days after recordation of the Notice of Completion if no stop notices have been filed. The Project is located at various locations of the City of Rancho Santa Margarita, as shown on the plans. TIME OF COMPLETION The Contractor shall complete all work in every detail within 40 working days after the date of the Notice to Proceed.
