Single Family Home Rehabilitation for 2037 Evergreen St in Garland, Texas 75041. Bids should be submitted electronically through Ion Wave at https://garlandtx.ionwave.net. Acknowledgment to the City of Garland's standard terms and conditions and completion of related forms such as, but not limited to, the Bidder's Qualification, References, and Conflict of Interest (CIQ) will be done electronically via Ion Wave. Facsimile or email proposals will not be accepted. In addition to the online submission, a hard copy may also be submitted, but at least one response must be submitted online via Ion Wave. Responses must be received by the due date and time established in the solicitation. Late responses will not be opened and will be either returned at the bidder's expense or disposed of. A bidder may withdraw its response at any time prior to the closing date and time by making a written request on company letterhead. Any questions pertaining to the request must be submitted online via the provided link, no later than the day before closing. Prospective vendors or their representative must attend the pre-submittal meeting. The award will be based on 'Best Value' as defined by highest competency per evaluation criteria: Price for delivery, City of Garland related experience, and proximity to the project site. The evaluation will be out of a possible 100 points with price, experience, and proximity being the criteria. Mark Outside of Envelope: Bid REQ00001483 Single Family Home Rehabilitation 2037 Evergreen St in Garland, Texas 75041 Questions and Answer Period: Any questions pertaining to this request must be submitted through https://garlandtx.ionwave.net no later than February 16, 2026 at 12 p.m. local time. The City is not obligated to and may at its own discretion choose not to accept or answer questions received after that date. Estimated Price Range: GHFC - $25,000 - $35,000 *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Replace Central HVAC Unit :- Contractor shall replace existing central heat and air conditioning unit as follows, remove existing unit, supply and install new central heat and air conditioning unit per manufacturer's installation requirements, new unit shall be properly sized as determined by industry approved heat/loss, heat/gain calculation. This shall include coils, condenser with approved base, thermostat, control relay, and all required material for proper installation of new central heat and air conditioning unit. Thermostat must be programmable and match the unit. The HVAC contractor shall be responsible for providing the installation of all electrical work and plumbing required to meet all City of Garland code requirements 2. Replace 40 Gallon Gas or Electric Water Tank. Remove existing unit and install a 40-gallon, Energy Star rated, self-cleaning, high quality glass-lined high-recovery hot water tank. Tank to come complete with T & P relief valve and drain to exterior of residence or if not possible line to stop 4" from finished floor. New unit shall have an upper and lower vent. Installation shall include all necessary connections to hot and cold-water lines with shut-off valves, gas shutoff valves. NOTE: This item shall require a City of Garland Plumbing or Electrical permit. All gas water tanks in a garage shall be placed on a water resistant (Pressure treated lumber) or metal platform at least 18" above finished floor. Remove and dispose of old heater from property in an approved manner. Tank shall have a 6-year written guarantee. All work shall be performed by a certified and licensed Plumber or Electrician. Electrical: Electrical Panels: The contractor shall run all electrical wires and breakers from original panel to the new existing panel connected to the weather head. The original panel shall be replaced with an exterior junction box with correct weather proofing. The new existing panel shall have required circuit breakers, meter socket, service head, and service ground rod & wire. Connect all loads to breakers and label all breakers. All new work shall conform to City of Garland Electrical code. Electrical Repairs: Replace Electrical Items Below: 1. Living Room Ceiling Fixture & Switch 2. Kitchen Ceiling Light & Switch 3. Dining Room Outlet 4. Laundry Room Switch, Outlet, & Fixture 5. Bathroom Switch, GFCI, Light Fixture & Combo Exhaust Fan with Light. Light fixture and exhaust fan shall be on seperate lines. Install a new line with its own switch for the exhaust fan if one does not exist. 4.Hall Bathroom Remodel: Bathroom Shower Remodel: Replace existing shower with roll-in shower with ceramic tile surround. Remove all existing wall material from existing walls around bathtub area. Expose wood studs and notify CDD Inspection team if wall studs are damaged or rotted prior to replacement. Add 2x10 supports the opened wall for handicap hand railings on the two sides and lateral handicap bar on showers supply side to support a handheld shower slide bar. The contractor is to remove the subfloor under the shower and notch existing floor joists to the desired depth for new 3/4" subfloor replacement with construction adhesive and water-resistant fasteners. Cut joists may require sistering of additional support to the sides of the joists with 3" nails. The contractor is to use waterproof membrane properly installed to the main bath flooring per manufacturer's installation requirements. All shower walls are to be covered with mildew resistant drywall and waterproofed with Schluter wall membrane and required thin set. All intersecting joints overlapped with required lap joints. The contractor shall reframe the shower base subflooring to allow proper drainage for rolling shower. The drain will need to be relocated to fit the new 36" linear drain body, properly sloped for removal of all standing water. The contractor shall install a new teak wood and stainless-steel folding bench properly blocked and mechanically fastened to the exterior wall of the shower. USE: 36 in. Stainless Steel Linear Shower Drain with Tile-In Pattern Drain Cover. Kerdi Schluter pre-sloped shower base cut to fit existing opening, Kerdi Schluter wall membrane and overlap, and local suppliers for other required materials. Install ceramic tile (12x24-$2-$3.50sqft) and mosaic tile for shower base ($7-$17 per piece) with wall niche from Schluter tiled in matching color as chosen by the homeowner. Tile shall be properly installed with all required metal trim/molding at all perimeters of area installed. Install with thin set mortar. Grout wall with latex-Portland grout and apply mildew resistant caulk to all seams, fixtures and pipe penetrations. All tile and grout work must be properly sealed after installation. nstall New Subfloor & Ceramic Tile Flooring: The contractor shall demo existing flooring and subflooring. The contractor shall contact housing inspector to inspect joist after demolition of subflooring. The contractor shall remove and reinstall the existing vanity and replace existing toilet with ADA approved commode. Install new cutoff valves, supply lines and p-trap for commode and vanity, Contractor shall supply and installed new subfloor and floor tile as follows; Supply and install new subfloor and floor tile to the designated area. The contractor shall install Schluter Ditra Thick Uncoupling Membrane. All newly installed tiles shall be level as required or have a slight slope as required for water to run off in wheelchair accessible area. Set tile, grout and seal all seams with silicone. Tile color samples to be supplied to homeowners to choose color. Flooring tile size to be 12" x 24" ($2.50-3.50 sqft). The contractor shall install a low-profile transition threshold to match existing hallway flooring. Use: Local Supplier. Provide samples for homeowners.
