Grays Harbor County is soliciting proposals from independent contractors to provide planning and facilitation support around habitat restoration and recovery in the Chehalis Basin for the project: Black River Local Restoration Strategy Development. The contractor will support the Chehalis Basin Partnership by developing guidance for restoration actions in the Black River Basin. Tasks include compiling existing field data and studies, gathering new data when possible, providing input into and interpreting results from hydrological modeling, and soliciting technical expertise for locally supported approaches that benefit ASRP priority species of salmonids and amphibians. 1. Coordination/ Facilitation/ Planning (40%) o Oversee Black River Local Strategy development: setting and following a project timeline, managing a stakeholder work group, engaging with the funding agency, the Chehalis Basin Partnership, and other project sponsors, developing technical content, producing written report, ensuring integration with other concurrent projects. o With input from the Chehalis Basin Partnership coordinator, invite and obtain commitment for participation on a group of local and technical experts to serve as the "Black River subcommittee." o Facilitate subcommittee meetings (frequency TBD - quarterly or bimonthly). o Develop a facilitation plan outlining meeting objectives, timelines, communication norms and decision-making structures o Coordinate with project leadership to refine agendas and clarify desired outcomes o Manage logistics for virtual and in-person meetings, including scheduling, hosting links, and technical support o Prepare agendas and meeting summaries o Facilitate development of shared restoration vision and targets o Facilitate input from stakeholders on future land and water use scenarios and scenarios for hydrological manipulations for incorporation into the Black River Hydrological Decision Support Model for Wetland Habitat (WDFW) and provide input on model outcomes. o As data are compiled through the tasks below, facilitate the subcommittee in development of reach-scale strategies and project concepts leading to enhance streamflow, wetland hydrology, and improve priority habitat conditions. o Represent the Chehalis Basin Partnership's Black River local strategy development project on the ASRP's Regional Implementation Team (virtual, up to 6 occurrences) 2. Compile existing reports and datasets (15%) o Locate, compile and create summaries of water, groundwater, hydrology, water quality, and aquatic species studies done on by federal, tribal, state, local and private scientists and store links to these studies on a shared platform. o Compile information on "built environment" land use, land cover, long-term growth projections, land use plans, urban growth areas, major water withdrawal points, future permit-exempt well locations, locations of potential future water right acquisitions, water supply source plans for county and cities in the watershed, legal constraints. 3. Data Analysis & Project Concept Development (30%) o Identify data gaps o Conduct drone surveys of priority reaches (as resources allow) o Develop a means to display and share relevant spatial data to support project development o Perform some analysis of the potential opportunities for hydrological modifications, consumptive water use reduction and other land and water management strategies that can feed into WDFW's Black River Hydrological Decision Support model. o Determine feasibility of project actions based on the results of WDFW's hydrological scenario model and stakeholder input (e.g., landscape and infrastructure modifications, best locations for property acquisitions given future flow and groundwater conditions) o Technical analysis to support strategies to enhance streamflow, wetland hydrology, and improve priority habitat conditions. o Facilitate Black River subcommittee in prioritizing and sequencing conceptual projects for habitat restoration, protection and enhancement. 4. Local Strategy Writing (15%) a. Write a "Local Strategy" for the Black River Basin following the template provided by the Aquatic Species Restoration Plan.
