The work consists of providing concrete construction services as a secondary supplier on an as-needed basis. Tasks include the construction of 4- and 6-inch concrete flatwork and curb and gutter, following the specifications and details provided. For flatwork, the line items labeled "Turnkey" include complete tear-out of existing materials, preparation, pouring, forming, finishing, and haul-off of spoils by the contractor. "City Haul Off and Base Delivery" includes everything except the City hauls off spoils and delivers base material for the subgrade. For curb and gutter, the scope includes construction of integral curb, concrete curb, or concrete combination curb and gutter according to the specified standards, with work measured and paid per unit (square foot or linear foot, as appropriate). For any single project totaling $50,000 or more, the contractor must possess a valid Arkansas Contractor's License and submit a 100% Performance Bond and a 100% Payment Bond. All work must comply with applicable federal, state, and local laws and regulations. Instructions to bidders require completion and submission of the bid in full, either electronically or in sealed physical form as specified. Bidders must respond to all categories, including attributes and line items, and any deviations must be documented and certified. Pricing must be submitted in the format provided. Bidders certify compliance with all requirements, including anti-boycott statutes and equal opportunity laws. The successful bidder must provide necessary insurance, and all costs incurred in bidding are the bidder's responsibility. The City reserves the right to waive irregularities, reject bids, and request additional information as needed. Bids may be evaluated and awarded based on the best interest of the City and may be awarded in their entirety or by line item.
