Site work for a water / sewer project in Danville, Illinois. Completed plans call for site work for a water / sewer project.
The project consists of the replacement of effluent and backwash pumps, electrical gear replacement, and improvements to the chlorine contact tank along with associated structural, electrical, and controls improvements. Prospective bidders are required to comply with the most recently publicized "Wage of Employees on Public Works (Prevailing Wage) Act" (820 ILCS 130/0.01 et. Seq. (1993)), the Davis-Bacon Act (40 USC 276a through 276a-5), the Employment of Illinois Workers on Public Works Act (30 ILCS 570), the IL Works Jobs Program Act Apprenticeship Initiative (30 ILCS 559/20-1), and the Build America, Buy America Act (BABA) requirements under Title IX of the Infrastructure Investment and Jobs Act. The project is funded in part by the Illinois EPA's Water Pollution Control Loan Program, and all rules for that program under 35 Ill. Adm. Code 365 must be followed. Bidders must comply with the loan recipient's policy concerning Disadvantaged Business Enterprises and undertake specified affirmative efforts at least sixteen days prior to bid opening. Compliance with Executive Order No. 11246 and its requirements for bidders and contractors is mandated. A mandatory pre-bid conference will be held prior to the bid opening. Bid security in the amount of not less than 5% of the bid must accompany each bid. The successful bidder must furnish a performance bond and a payment bond each in the amount equal to the contract price. The owner reserves the right to reject any and all bids, to waive informalities, or to accept the bid or bids that serve the interests of the owner best. No bid shall be withdrawn for a period of 100 days after the scheduled bid opening without the owner's consent. QA date - 3-17-2026 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded by Engineer as having received the Bidding Documents. Questions received less than seven days prior to the date for opening for Bids may not be answered.
