Sealed proposals are being accepted for roadway and infrastructure improvements. Proposals must be submitted in sealed envelopes, addressed to the Village of Itasca, with the name and address of the bidder, the project name, and the words "SEALED BID" on the outside. Proposals must be on forms provided by the Engineer. Bid documents and specifications are available at Robinson Engineering, Ltd. after review of prequalification information. A bid bond or certified check/bank draft from a solvent bank, payable without condition to the Village of Itasca in an amount of not less than ten percent (10%) of the bid, must be submitted with each proposal as a guarantee that, if accepted, a contract will be entered into and performance properly secured. A performance bond for one hundred percent (100%) of the bid amount, with approved sureties, is required from the successful bidder. The Village reserves the right to reject any or all proposals, waive technicalities, postpone the bid opening, or advertise for new proposals if it is in their best interest. The contractor must pay not less than the prevailing wage rates as established by the U.S. Department of Labor and comply with all applicable Federal, State, and local regulations. Prequalification is required for all potential bidders. The contractor must be IDOT Prequalified in categories of HMA Paving or Drainage for a minimum amount of $1,000,000, or submit a Robinson Engineering Prequalification Form listing at least five similar projects exceeding $2,000,000 each within the last 10 years. Adequate documentation must be provided and reviewed prior to release of bid documents. If documentation is not satisfactorily completed, documents will be withheld. Contracts are expected to be funded in part by a loan from the Illinois Environmental Protection Agency and are subject to regulations pertaining to federal and state funded projects, as well as policies regarding the use of disadvantaged business enterprises and compliance with the President’s Executive Order No. 11246.
