The project consists of the interior demolition and renovation of Apartment 84 on Short Street in Brilliant, Alabama. Additionally, exterior ADA compliant parking will be installed. Only contractors who are properly licensed in accordance with the State Licensing Board for General Contractors will be considered for bidding. All bidders must clearly display their current license number and category on the outside of the sealed proposal envelope and include a copy of their license in the bid paperwork. Bids must be submitted on forms provided by the architect, and a certified check or bid bond for no less than five percent of the bid amount must accompany each proposal. Performance and payment bonds are required upon contract signing. Bidders are strongly urged to attend the pre-bid meeting and onsite review, and the drawings require that the site be reviewed prior to submitting a bid. All requests for information and product substitution requests must be made using the forms provided in the project manual and submitted no later than three days after the pre-bid meeting. Contractors must comply with Section 3 of the Housing and Urban Development Act regarding economic opportunities for low- and very low-income persons. PDF digital images of plans and specifications can be requested from the architect by providing company and contact information. Bid proposal packages should be hand-delivered or, if mailed, must arrive 24 hours before the bid opening, with delivery confirmation provided to the architect or housing authority. All Request for Information (RFI's) and Product Substitution Requests regarding the bid documents shall be sent using the forms found in the Project Manual.
