Site work, paving and new construction of a mixed-use development in Poulsbo, Washington. Completed plans call for the construction of a recreation facility; playground / park / athletic field; playground / park / athletic field; and playground / park / athletic field.

This project consists of site work, street and sidewalk improvements, and construction of multiple buildings for a new events and recreation center. The work includes two synthetic turf fields, field and site lighting, site retaining walls, parking lot with drop areas, EV parking areas and recharging stations, a trash enclosure area, a playground, pickleball and multipurpose courts, a connection to the regional stormwater facility, and a trail and paved connections to adjacent parcels. Several elements are designed and supplied under separate contracts and listed as Owner Furnished, including site buildings, playground equipment, field lights, and synthetic turf. The contractor is to install these owner-furnished items. The work must be performed within 260 working days from Notice to Proceed and requires furnishing all materials, equipment, tools, labor, and incidental work as generally described. Instructions to bidders: Bid documents are available online through Builders Exchange of Washington, and bidders are recommended to register to receive automatic notifications of addenda. Bid proposals must be accompanied by a bid deposit or bond as required. All bid proposals must comply with the Contract and with the Washington State Department of Transportation Standard Specifications for Road, Bridge, and Municipal Construction (2026 edition). Bidders are encouraged to attend a pre-bid informational meeting at the project site. The City reserves the right to reject any and all bids and waive informalities.
