The Authority is seeking electrical power upgrades to Parking Garage 1 and Quick-Turn-Around (QTA) for electrical vehicle charging infrastructure and to replace 5kV electrical feeders at Ronald Reagan Washington National Airport (DCA). This Solicitation and the Attachments listed in Section VIII, which are incorporated into the Solicitation by reference, set forth the terms and conditions that govern the Solicitation, as well as, those that will become binding upon execution of the Contract awarded as a result of this Solicitation. Substantial Completion: 202 days. Final Completion: 232 days. Any prospective offeror desiring an explanation or interpretation of the Solicitation must submit its questions via the CLMS no later than 03:00 PM March 06, 2026. A. Architect/Engineer Identification: The Contract Documents, dated July 11, 2025, were prepared for Project by Johnson, Mirmiran & Thompson, Inc, Hunt Valley, MD. D. The Work consists of: Horizontal Directional Drilling from Manhole ED-2 extending below West Entrance Road, Rental Car return lanes, continuing below the concrete retaining wall near the QTA area. 1. Installation of new 5kV cables from the South Substation thru manholes ED-11, ED-5, ED-4A, ED-4, ED-3, ED-2 thru the new buried duct to the QTA new Substation. 2.
