**As of March 31st 2026, the project was awarded to JC Contracting Inc, with an awarded amount of $341,050.11** The project involves the installation of specialized, automatic barriers designed to protect people and properties from floodwaters, storm surges, and rising tides at Leesville Avenue and Avenel Street underpasses. The work consists of installing swing/sliding gates that can be manually or mechanically operated to close off roads for rapid deployment, providing "just-in-time" or automatic protection that can be deployed minutes or hours before a storm. The scope includes the installation of foundation, conduit, meter cabinet, crank gate arms with red LEDs, LED flasher controller, and other incidentals necessary to complete the work as shown on the plans and specified in the special provisions. Bids must be submitted on the Proposal Form, accompanied by a corporate surety, a certified check or bid bond for not less than ten percent of the bid but not exceeding $20,000, and a certificate of consent of surety from an approved bonding company. The successful bidder must comply with the New Jersey Prevailing Wage Act, the State Worker Health and Safety Act, the United States OSHA regulations, and must provide labor covered by approved health insurance, pension plans, and an apprenticeship training program. A statement of Employee Benefits must be included. The Municipal Council reserves the right to accept or reject any or all bids in the interest of the Township.
