Scope of Work: 1. Screening and Collection of Waste: Contractor personnel will set up the HHW facility prior to events, including traffic cones, signs, sorting tables, and preparing safety equipment. The contractor will be responsible for screening visitors for eligibility, collecting basic information, and managing materials. Non-residential waste is not accepted. Excluded items such as explosives, radioactive, biologically active or infectious waste, and asbestos will not be accepted. The contractor must assist the County if excluded material is delivered. Empty containers should not be accepted and visitors should be guided on their proper disposal. 2. Waste Identification/Packaging: Contractor personnel will identify waste for documentation and segregation according to hazard class and package waste in containers approved by federal and state regulations. Each container must be manifested, labeled, and coded as required. Unknown material must be analyzed on site as necessary for proper disposal. 3. Temporary Storage: Storage time and restrictions will be according to regulations, safety, space availability, and cost. The County’s facility permits 90-day storage of hazardous materials. Partially filled containers may remain at the facility between events, but all materials must be removed from December through February. The contractor is responsible for all waste stored at the facility. 4. Transportation and Disposal: Hazardous wastes must be transported off site in permitted vehicles by properly trained and licensed drivers, disposed of through treatment, recycling, incineration, or as a last resort, secure landfilling at a federally permitted facility. 5. Reporting/Documentation: The contractor must provide a manifest of all packed wastes prior to leaving after each pick-up, finalize and complete all manifest and shipping papers, and provide a completed manifest to the County within fifteen working days of pick-up. Upon request, a certificate of disposal must be provided, listing waste identification numbers, date, location, and method of disposal. Instructions to Bidders: Proposals must be received by Chatham County no later than the stated deadline. Vendors must submit both an electronic PDF version of the proposal and two hard copies with all attachments. Electronic proposals must be submitted by the deadline to the specified email or included in the proposal packet on digital media. Hard copies should be sent to the specified postal or street addresses. Proposals may be withdrawn in writing any time before the submission deadline. Interpretation or changes to the request will be made by written addendum to each proposing consultant and will become part of the request.
