Questions concerning this Solicitation must be submitted to the Contracting Official via email no later than 12:00pm, February 4, 2026. As part of the rollout of the new InterCity Trainset (ICT) / Airo Program, Amtrak has designated Portland, OR Union Station (PDX) as a Level 2 Trainset Maintenance Facility. As a Level 2 Facility, PDX will require upgrades to the existing tracks (1-4) and Wayside Utility Systems to support Operational, Service, and Maintenance functions; the major areas for improvement at the station will encompass the Compressed Air System (CA), Sanding capabilities, water, and headend power for the trainsets. In addition, modifications to the Operational Area will provide for appropriate storage and delivery capabilities for parts. Above grade fueling improvements are being addressed as part of a separate project but the underground piping components will be part of this project. Amtrak is seeking Letters of Interest from firms to provide general contractor services for the Portland Union Station Wayside Services Expansion Project. The project involves upgrades to existing tracks (1-4) and Wayside Utility Systems at Portland, OR Union Station, designated as a Level 2 Trainset Maintenance Facility. Improvements required include the Compressed Air System, Sanding capabilities, water, and headend power for trainsets, as well as modifications to storage and delivery capabilities for parts in the Operational Area. Underground piping components for above grade fueling improvements are also included in this project. Only firms submitting a responsive Letter of Interest demonstrating the required minimum qualifications will be eligible to receive an invitation to participate in the forthcoming Request for Proposals. Submissions must include: 1) a cover letter on company letterhead (1-page) specifying firm or joint venture details, contact of the authorized representative, firm address, contact information, and statement of interest; 2) a statement of qualifications (up to 3 pages) highlighting relevant experience in projects of comparable size, scope, and complexity, available resources, staffing, equipment, labor, bonding capacity, standard insurance limits, confirmation of ability to bond, and ability to complete the work on schedule.
