Bids will be received for furnishing the labor and material required for the City of New Franklin's SUM-Cleve Mass Ph3 (CR17) Project according to the plans, specifications, and estimates for the improvement. Bids must be submitted electronically, with the contract to be awarded to the lowest and best bidder. Bids are to be submitted on provided forms with stated Unit Price or Lump Sum. Each proposal must include a Bid Guaranty and Contract Bond as per Section 153.54 of the Ohio Revised Code, issued by a licensed Surety Company in Ohio. Proposals must have a properly executed non-collusion affidavit, and the successful bidder must submit an affidavit required by Sec. 5719.042. All contractors and subcontractors must be ODOT pre-qualified for the specific work items they perform. The requirements for federal-aid construction contracts, including prevailing wage rates as determined by the United States Secretary of Labor, apply to all work under this contract. Only USDOL classifications and wage rates are to be used on payrolls. Bidders listed with a "Finding of Recovery" on the Auditor of State's database are ineligible. Small Business Enterprise (SBE) participation goals apply as set for the project. The Mayor reserves the right to reject any and all bids.
