The Mayor and Commissioners of Emmitsburg, Maryland are requesting sealed bids from qualified firms to prepare complete construction documents for repairs to Emmitsburg Dam (Maryland Dam No. 18 / NID MD00018) to meet MDE requirements. The selected firm will develop drawings, specifications, and technical documents. Additional services include bidding assistance, construction oversight, and as-built documentation. At the minimum, all bids must include: - A letter of transmittal with contact information, proposed warranties, proposed start date and timeline, and a statement that the proposal and cost schedule shall be valid and binding for ninety (90) days following the proposal due date and will become part of the contract negotiated with the Town of Emmitsburg. - A detailed cost statement listing design (with cost breakdown for multiple phases: 25%, 50%, 75%, and 100%), bidding, construction oversight, as-builts, and contingency costs. - At least two client references for similar work completed within the past three years, including the organization's name, address, and knowledgeable contact. - Proof of insurance, including worker's compensation, comprehensive general liability, and automobile insurance for bodily injury, death or property damage of third persons in the minimum amount of $1,000,000 per occurrence with the Town of Emmitsburg as an additional named insured, along with policy number, company, and expiration date. Bids must be submitted as at least 5 hard copies, clearly labeled, and delivered or mailed to the Town. No email submittals will be accepted.
