The work includes the rehabilitation of potable water well #5 and the complete reconstruction of the well house, with new structural, mechanical, and electrical construction. All labor, materials, and equipment necessary to complete the work shown in the drawings and described in the specifications are to be furnished. The work shall be completed within 360 days of the Notice to Proceed, with liquidated damages of $500.00 per day for delay. Bids must be written on the forms furnished, accompanied by bid security in the form of a bid bond or certified check payable to the Owner, equal to 10% of the total bid amount (not more than $20,000 nor less than $500.00). A Certificate of Surety, Statement of Ownership Disclosure, and Non-Collusion Affidavit must be submitted on the provided forms. Bidders must use the prepared proposal form and enclose each bid separately in a sealed envelope, addressed and marked as required. Bidders must comply with all Federal and State statutes, rules, and regulations, including Affirmative Action, Prevailing Wage Act, submission of ownership disclosures, and public works contractor registration. The lowest, responsive, responsible bidder will be awarded the contract. Proof of required bonds, insurance, and employee information reporting are also required. Challenges to bid specifications must be made in writing at least three business days prior to bid opening. Plans and specifications can be obtained upon payment of a fee. Any request for interpretations shall be made in writing, addressed to Mr. Vincent Polistina, PE, Polistina & Associates, 6684 Washington Avenue, Egg Harbor Township, NJ 08234, and, to be given consideration, must be received at least ten (10) days - excluding Saturdays, Sundays and holidays - prior to the date fixed for the opening of bids.
