All questions regarding this RFB shall be directed to:Alan Ladd, Highway Foreman highway@northstoningtonct.gov (860) 215-5058 The objective of this project is to safely decommission and remove existing fuel infrastructure, including underground storage tanks and related appurtenances, and to furnish and install a complete, compliant aboveground fuel storage and dispensing system suitable for municipal operations. The Town seeks a single contractor to provide all labor, materials, equipment, testing, documentation, and coordination necessary to deliver a fully operational fuel system. The selected contractor shall be responsible for providing all services necessary to complete the project, including, but not limited to, the following: Excavate, remove, and properly dispose of one (1) 8,000-gallon and one (1) 3,000- gallon underground storage tank (UST) in accordance with CT DEEP regulations. 2. Perform required soil sampling and prepare and submit a UST closure report for the removed tanks. 3. Backfill and compact all tank excavations to sub-grade. 4. Demolish and properly dispose of the existing fuel canopy. 5. Excavate and install twenty-four (24) 4-foot by 7-inch steel bollards surrounding the AST location, including yellow bollard sleeves. 6. Furnish and install one (1) 12,000-gallon Convault-style aboveground storage tank (AST) with two compartments (8,000 gallons / 4,000 gallons), including a precast concrete tank slab and stairs. 7. Furnish and install all required tank-top materials and components, including but not limited to: o 3/4 horsepower submersible pumps o Solenoid valves o Emergency shutoff valves o Tank gauges o Overfill prevention devices 8. Furnish and install two (2) aboveground stainless steel dispenser sumps and piping from dispensers to tank using 1.5-inch aboveground steel piping. 9. Furnish and install one (1) single-hose gasoline dispenser. 10. Furnish and install one (1) dual-hose diesel dispenser. o Note: Bids should be based on a 22-gallon-per-minute (GPM) dispenser. If a 36 GPM dispenser is proposed, pricing shall be provided as an add alternate. 11. Furnish and install two (2) stainless steel remote fill boxes, piped to the tank using 2-inch steel piping. 12. Perform air testing of all installed piping. 13. Paint all installed steel piping. 14. Furnish and install new tank level system (TLS) probes and sensors required for the AST system. Existing TLS console to be used and re-installed. 15. Form and pour two (2) concrete drive pads measuring approximately 15 feet by 40 feet by 6 inches thick, located on either side of the AST. 16. Provide all electrical work necessary to wire installed equipment. 17. Purge all fuel lines and provide complete system startup, including TLS programming, dispenser programming, testing, and calibration. 18. Furnish, install, maintain, and remove temporary aboveground fuel storage tanks to allow continuous Town operations during construction. The temporary system shall include: o One (1) minimum 500-gallon temporary gasoline tank o One (1) minimum 500-gallon temporary diesel fuel tank Each temporary tank shall be equipped with functional level gauges, venting, secondary containment as required, and dispensing equipment with a metering dispensing device suitable for municipal use o Temporary tanks shall comply with all applicable NFPA, CT DEEP, EPA, and local regulatory requirements o Contractor shall be responsible for setup, removal, and coordination to minimize disruption to Town operations
