Reference Number 0000412511 The Village of Beverly Hills is requesting proposals from qualified planning and zoning consulting firms to prepare a comprehensive update to the Village's 2016 Master Plan and to complete a full rewrite of the Village's Zoning Ordinance. The Master Plan Update and Zoning Ordinance Rewrite are intended to be complementary efforts of equal importance, undertaken as part of a single, coordinated project. The Master Plan Update will serve as the Village's primary long-range policy document, establishing a community-supported vision and guiding land use, infrastructure investment, and policy decisions through a 2050 planning horizon. The updated Master Plan will provide the policy foundation for the accompanying comprehensive Zoning Ordinance rewrite. The Zoning Ordinance Rewrite will result in a modern, user-friendly, and legally defensible regulatory document that implements the adopted Master Plan, incorporates best practices from the Michigan Economic Development Corporation's Redevelopment Ready Communities (RRC) program, and improves clarity, administration, and predictability for residents, applicants, and decision-makers. The Village anticipates completing both the Master Plan Update and Zoning Ordinance Rewrite over a period of approximately two calendar years. Proposals may be submitted by a single firm with comprehensive capabilities or by a multidisciplinary consultant team. Proposals should identify cost-effective strategies, leverage Village resources where appropriate, and clearly describe tasks requiring Village staff participation.
