Site work and paving for a road / highway in Rockford, Illinois. Completed plans call for site work for a road / highway; and for paving for a road / highway.
Bids will be received for the Madison Street Reconstruction Phase II project. Bid documents must be enclosed in a sealed envelope and marked with the name of the bid and the bid number. Each bidder shall submit all information specified in the bid documents to comply with Illinois laws on Fair Employment Practices and the City of Rockford's Ordinance on Equal Employment and Business Opportunity. Any bid that fails to include the compliance items properly completed will not be read or considered. All contracts for the construction of public works are subject to the Illinois Prevailing Wage Act. The City of Rockford reserves the right to accept or reject any or all proposals and to waive technicalities. The project is funded partly by a Rebuild Illinois Downtowns & Main Streets grant, and the selected contractor(s) must comply with the regulations of the Rebuild Illinois Grant Programs. The project is subject to the Illinois Prevailing Wage Act, Illinois Works Jobs Program Act, and Business Enterprise Program for Minorities, Females, and Persons with Disabilities Act. The Business Enterprise Program (BEP) Utilization Plan is included as part of the project, and a 6% BEP utilization goal has been determined. Contractors and subcontractors must not pay less than the prevailing wage rates and must comply with all related requirements. For projects with an estimated cost of $500,000 or more, contractors must comply with the Illinois Works Apprenticeship Initiative, with a goal of using apprentices for 10% of total labor hours in each prevailing wage classification. Additional reporting may be required, and compliance with BEP is tracked through the submission of the BEP Utilization Plan. Submission of an incomplete BEP Utilization Plan or a bid without it will result in the bid being deemed non-responsive. No awards will be made until the BEP Utilization Plan is approved. All parties must comply with nondiscrimination laws including the Illinois Human Rights Act and the Public Works Employment Discrimination Act.
