The City of Lathrop is requesting proposals from qualified firms to provide professional engineering consulting services for the addition of PFAS treatment at the existing Louise Avenue Water Treatment Facility (LAWTF). The anticipated scope of services includes: conducting a pilot study and preparing a basis of design report; preparing detailed plans, technical specifications, engineer’s estimate, and bid schedule for construction; providing technical support during bidding, attending pre-bid meetings, preparing addenda, and assisting in bid analysis and award recommendation; providing engineering support during construction, including participation in meetings, responding to RFIs, reviewing change orders and invoices, monitoring schedules, and preparing record drawings; coordinating with agencies and completing permit applications; and preparing a final report documenting construction, start-up, and commissioning of the PFAS treatment addition, along with record drawings. Bidders must include specific information in their proposals such as firm background, relevant experience, key personnel, proposed methodology, project schedule, fee proposal, and any excluded services anticipated to be needed for the project. Proposals will be reviewed for completeness and quality, and shortlisted firms may be invited for interviews or additional submittals. Submission of a proposal constitutes a waiver of any right to protest the RFP process. The City reserves the right to reject any or all proposals or to negotiate separately with any source in any manner necessary to serve its best interests.
