A Local Firm is defined as a business with its principal place of business located in Hopkinsville and/or Christian County that pays a majority of its payroll in dollar volume to residents of Hopkinsville and/or Christian County. Bidders requesting local preference shall provide the necessary documentation demonstrating compliance with the definition, along with their bid submittal. A federal wage rate determination will be incorporated into the Specifications by an addendum issued prior to the scheduled bidding date, if it is applicable to this Project. The Hopkinsville Surface and Stormwater Utility may consider informal any bid not prepared and submitted in accordance with the provisions of this advertisement and/or the Specifications and may waive any informalities or reject any and all bids.
