Willows Water District Service Line Replacement Program Estimated cost is $300,000 - $500,000. Willows Water District is requesting proposals and bids for the annual Capital Improvement Project Service Line Replacement Project, as part of the District's Capital Plan. The scope of work includes the removal and replacement of approximately 50 service lines and 1 blow off, with specific requirements for asphalt restoration per service line replacement and an alternative price for concrete restoration if the curb stop is located in a driveway. Bidders must clearly state any other assumptions, accommodations, or pricing schemes. The contractor is responsible for initiating locates. The following estimated device counts apply: 19 6” saddles, 31 8” saddles, 50 ¾” service lines, and 1 2” blow off. Proposals and bids must include a bid price proposal and a performance bond. All work must be completed by May 29, 2026. Willows Water District will provide the pave schedule, SLRP schedule, and maps. Proposals must be clearly marked and submitted by mail or hand delivery.
