Only qualified contractors who can furnish satisfactory proof of performing similar work are entitled to receive plans and submit proposals. Bidders may be required to submit a Statement of Experience listing previous similar projects. Proposals must be accompanied by a bank cashier's check, bank draft, certified check, or bid bond for not less than 5% of the total bid amount. The contractor must furnish a labor and material performance bond for the full contract amount and pay prevailing wages according to all applicable laws. Only those proposals obtained from and approved by Novotny Engineering will be accepted. The owner reserves the right to issue bid documents only to qualified contractors, to determine responsibility at the time of award, to reject any or all proposals, to re-advertise, and to waive technicalities.
