Site work and new construction of a mixed-use development in South Bend, Indiana. Working plans call for the construction of a retail development; parking garage; and multi-residential development.
As of March 13, 2026, the owner has determined a prequalified list of construction managers. The City of South Bend is requesting proposals for the services of a Construction Manager as Constructor (CMc) for the Main St Housing Parking Garage and Podium. This project involves the building of a parking garage plus a podium for retail and apartments. Each proposal must include 5 hard copy responses and a PDF version on a flash drive. Submissions should be sealed and labeled as: 'Proposal For Construction Manager As Constructor (CMc) Services: Main St Housing Parking Garage and Podium.' The City reserves the right to reject as nonresponsive any responses that do not contain the information requested or to accept a proposal in the best interest of the City of South Bend. Questions are welcome and appreciated. Questions should be asked at the preproposal meeting or by email jrmolnar@southbendin.gov and psherman@southbendin.gov. Questions are due by 5:00 PM on March 3, 2026.
