The Municipality of Casselman is seeking qualified consultants to prepare a Transportation Master Plan and an integrated municipal-scale circulation study. The project aims to provide a comprehensive understanding of current and future mobility conditions in Casselman, which is a rapidly growing, bilingual community. The scope covers all modes of transportation within a network that includes local, collector, and arterial roads, active transportation infrastructure, and key connections to county and provincial facilities. The study will account for unique structural constraints, such as VIA Rail corridor impacts, recurring congestion, and the need for network redundancy and traffic circulation planning. The plan is to be prepared according to Approach #1 of the Municipal Class Environmental Assessment (MCEA) process and will establish a long-term, strategic framework for transportation. The circulation study will assess existing and future traffic conditions, network performance, safety, and capacity, especially at key corridors and intersections. The project will require coordination with external agencies and neighboring jurisdictions. The RFP invites proposals that address data-driven frameworks for active transportation and pedestrian safety, supporting future interventions and decision-making for infrastructure, policies, and capital investments.
