The City of New Rochelle is requesting proposals for professional engineering services for the Drainage Improvements at Various Locations 2026 project. The work generally entails the design and development of bid documents for drainage improvements at various locations, based on the conceptual plans attached. Engineering services during construction will also be required. The goal is to fully design and develop bid documents suitable for bidding and construction of the proposed drainage improvements at locations identified from a Citywide Drainage Study completed in 2023. Firms certified as Minority Business Enterprises (MBE) and Women Business Enterprises (WBE) are strongly encouraged to participate, and employment of New Rochelle residents is encouraged. A detailed list of improvement locations and conceptual solutions is provided below: 125 Mayflower Ave - The proposed drainage improvement at 125 Mayflower Avenue includes the extension of existing drainage infrastructure to address recurring ponding at an identified low point. The drainage study determined that the existing system in this area is undersized. The scope of work may include, but is not limited to, the replacement and/or installation of new catch basins, manholes, and associated drainage piping as required to convey stormwater more effectively. Consultants shall make assumptions or pre-assess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment E for the concept plan(s) provided for this location. 171 Norman Rd - The drainage improvement concept at 171 Norman Road involves extending the existing drainage system to mitigate ponding caused by an undersized system and an existing low point in the roadway. The proposed scope may include replacement and/or installation of catch basins, manholes, and associated piping necessary to improve drainage performance. This issue was identified through the City's drainage study. Consultants shall make assumptions or pre-assess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment F for the concept plan(s) provided for this location. 83 Wilmot Circle - Improvements at 83 Wilmot Circle are intended to address roadway ponding associated with an existing low spot identified in the drainage study. The proposed concept includes extending the existing drainage infrastructure and may involve the installation and/or replacement of catch basins, manholes, and associated piping as needed. Consultants shall make assumptions or preassess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment G for the concept plan(s) provided for this location. Wilmot Circle - This location on Wilmot Circle currently lacks adequate drainage infrastructure, as identified in the drainage study. The proposed improvement concept includes the extension of new drainage infrastructure to properly collect and convey stormwater. The scope may include the installation of new catch basins, manholes, and associated piping. Consultants shall make assumptions or pre-assess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment H for the concept plan(s) provided for this location. Inwood Place - The drainage improvement concept at Inwood Place addresses roadway flooding caused by an existing low point. The drainage study identified this area as prone to flooding during storm events. The proposed scope includes extending the existing drainage system and may involve the replacement and/or installation of catch basins, manholes, and associated piping. Consultants shall make assumptions or pre-assess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment I for the concept plan(s) provided for this location. Wilmot Dr to Plymouth - The Drainage Improvement concept involves extending the existing drainage infrastructure at Wilmot Dr & Plymouth. The scope includes, but is not limited to, the replacement and installation of new catch basins, manholes, and any associated piping as needed. This location was brought to the City's attention through many complaints over the years. The goal is to work between private properties to fill and connect an open channel to the existing drainage system. The city is currently working on getting easements for this location. Consultants shall make assumptions or pre-assess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. Refer to Attachment J for the concept plan(s) provided for this location. Walnut & Crescent - The Drainage Improvement concept involves extending the existing drainage infrastructure at Walnut & Crescent. The Goal for this location is to assess this area that is prone to ponding/flooding. If the Pitch cannot be amended with a Mill and Pave, then further investigations will need to be conducted. The scope may include, but is not limited to, the replacement and installation of new catch basins, manholes, and any associated piping as needed. This location was brought to the City's attention through many complaints over the years. Consultants shall make assumptions or preassess the recommended route(s) for estimating the fee/effort required for design. A potential solution has been outlined. The scope may include, but is not limited to, the replacement and installation of new catch basins, manholes, and any associated piping as needed. This location was brought to the City's attention through many complaints over the years.
