The Housing Authority of the City of San Antonio, Texas, and its affiliated entities a/k/a Opportunity Home San Antonio (formerly a/k/a San Antonio Housing Authority ("SAHA")) are seeking bids from independent contractors with demonstrated professional competence and experience to provide services for the Abatement and Demolition of Woodhill Apartments (Building 16). Question Deadline 02/25/2026 at 10:00 AM CT Location : online portal Intent to Bid Due Date Online Portal Deadline to indicate your intent to Bid Mar 10th 2026, 2:00 PM CDT Mandatory Yes Opportunity Home San Antonio (Opportunity Home) is planning the abatement and demolition of Building 16 at the Woodhill Apartments complex located at 4909 Woodstone Drive, San Antonio, TX 78230 . The project's objective is to demolish the building structure and foundation, to leave the site as an empty lot, ready for future development. 2. Site Description The project site is located within the Woodhill Apartments , a multifamily property built in 1974. This task specifically involves Building 16 , a two-story residential structure. A pre-demolition limited asbestos survey conducted by ERC Environmental & Construction Services, Inc. identified the following materials in Building 16: - Asbestos-Containing Floor Mastic: Found under single or multi-layered flooring containing chrysotile asbestos ABOVE one percent (>1%) by weight. -Ceiling and Wall Texture: Found to contain asbestos BELOW one percent (<1%) by weight. Note: The removal and disposal of all materials must be conducted in compliance with all applicable federal, state, and local regulations . 3. Scope of Work The demolition contractor shall provide all labor, materials, equipment, and services necessary for the complete demolition and removal of Building 16 at the Woodhill Apartments site. 3.1 Pre-Demolition Activities - Permitting and Notifications: Obtain all necessary demolition permits from the City of San Antonio. File a 10-day notification with the Texas Department of State Health Services (TDSHS) prior to disturbing any asbestos-containing material. - Utility Disconnection: Disconnect and cap all utilities (electricity, gas, water, and sewer) serving Building 16. - Site Security: The Contractor is responsible for securing the site to prevent trespassing and unauthorized access for the duration of the project. - Hazardous Materials Abatement: - Perform asbestos abatement in accordance with TDSHS regulations, EPA NESHAP, and OSHA standards. - Engage a TDSHS-licensed Asbestos Abatement Contractor to remove all identified ACMs, specifically the floor mastic (>1%) and textures (<1%). - Dispose of all asbestos-containing waste at an approved landfill and provide documentation of proper disposal. 3.2 Demolition Activities - Demolition Plan: Submit a detailed demolition plan addressing dust control and noise mitigation to minimize disruption to the remaining residential community at Woodhill Apartments. - Structure Demolition: Demolish the Building 16 structure in a safe and controlled manner. -Pier and Beam Foundation Removal: The building sits on a pier and beam foundation. The contractor is required to demolish and remove all piers down to grade level. - Debris Removal: Remove all demolition debris, including concrete, wood, metal, and other materials, from the site. - Site Clearing and Grading: Clear the site of all remaining debris and grade the site to a level and even condition.
