Renovation of a municipal facility in Austin, Texas. Completed plans call for the renovation of a municipal facility.

Scope: Texas Facilities Commission requests qualifications for a Construction Manager-at-Risk to provide pre-construction and construction management services for the Texas School for the Deaf, Central Utility Plant (CUP) South Improvements Project at 1102 S Congress Ave, Austin, Texas. This project involves a comprehensive upgrade of the existing CUP and associated infrastructure, which serves twenty buildings on campus. The upgrades address increased thermal loads from campus expansions and are essential for capacity, reliability, and energy efficiency. Work includes: - Increasing chilled water capacity from 1,600 tons to 3,000 tons; - Increasing heating water system input capacity from 18,000 MBH to 30,000 MBH; - Upgrading plant ventilation and conditioning systems; - Replacing aging mechanical components (original 1994 installations); - Replacing select sections of existing piping near the CUP with larger diameter piping; - Reinsulating deteriorated piping in utility trenches; - Improving distribution efficiency to reduce thermal losses and maintenance costs; - Upgrading building pump systems to modern, high-efficiency variable speed systems; - Reconfiguring piping and valve arrangements for proper temperature differential; - Evaluating and rebalancing airflows for energy efficiency; - Revising control sequences to reduce unnecessary loads; - Comprehensive commissioning and testing across all connected buildings. Instructions: The procurement will use a two-step award process. Step one requires submission of company experience and qualifications on similar projects and will result in a shortlist of up to five firms for interviews. Step two will involve interviews, and selected firms may be required to submit pricing information related to indirect construction costs. Attendance at one of two mandatory pre-submittal teleconferences is required. Qualifications from firms not attending one of the teleconferences will be rejected. Asbestos abatement is outside the scope and budget of this contract and will be handled separately. Third-party testing and balancing services will be provided or contracted by TFC.
