**As of April 24th, 2026, the owner has determined a prequalified list of general contractors. .A timeline for construction has not yet been established. ** The City of Watertown (MA) invites submittals from qualified consultants for a Curbside Management Plan for residential and commercial areas to supplement the adopted parking management plan. Each proposal must be submitted in accordance with the Submission Requirements within the RFP and M.G.L. c. 30B. The RFP will be bid electronically, and all bid documents, forms, specifications and conditions, and bid guidelines will be available online from the specified website. Proposals are to be submitted through the designated submission portal. Questions concerning this RFP must be submitted by email to Purchasing@Watertown-ma.gov. All questions/inquiries must be received by 12:00 p.m. on March 4, 2026. Questions/inquiries must be emailed to procurement@watertown-ma.gov. Written responses will be provided, by Addendum by Noon on Friday March 6,2026 The selected consultant will be responsible for the following key tasks which will be broken into three phases: 1. Inventory and Analysis 2. Geographic Evaluation for City-wide Parking Program 3. Program Approach Alternatives Analysis 4. Policy Recommendations for Curbside Management and for the future of the Winter Parking Ban and Implementation Approach 5. Fiscal Feasibility Analysis of Enforcement and Administration 6. Public Engagement Strategies incorporated throughout the project. PHASE 1: Inventory and Analysis Task 1: Curbside Inventory and Analysis o Conduct a comprehensive inventory of existing curbside uses (e.g., residential parking, commercial loading zones, micromobility spaces, ADA-accessible spaces, refuse/trash pick-up). Identify challenges including areas with overlapping demands. o Conduct a fiscal analysis of current costs of operation and enforcement as well as revenues generated from parking management and enforcement. o Analyze data from the City's parking meters (IPS) and app-based parking (Passport) programs. o Analyze current curbside enforcement capabilities and limitations. o Analyze operational costs and benefits of the current winter-enforced overnight parking ban. o Design and conduct a stakeholder engagement plan, including public meetings, surveys, and consultations with staff, community groups, businesses, and other affected parties. Share initial data as a part of this engagement plan and seek public feedback on the full range of alternatives for an updated set of curb use policies. PHASE 2: Parking Program Alternatives Analysis Task 2: Geographic Evaluation for City-wide Parking Program o Evaluate high-demand areas for alternative strategies, including but not limited to additional parking meters and/or time of day regulations. o Analyze the potential impacts of on-street parking on nearby neighborhoods and key stakeholders. Task 3: Program Approach Alternatives Analysis o Identify options for Watertown that address issues identified in Phase 1 and 2. o Consider alternatives to the current system, including but not limited to: - Maintaining and/or adjusting the existing overnight parking ban both in its regulations and its operation - Full elimination of the ban on overnight parking - Replacement of the ban with a resident-based parking permit system with a variety of fee structures ranging from nominal permit fees to fees that are comparable to existing off-street parking options - Establishing stronger regulations around parking violations including but not limited to snow emergency parking - Establishing fees and fines for violation of a variety of parking regulations - Determining adequate strategies for addressing the need for accessible parking for residents and visitors with disabilities Consider incorporating innovative and best practices for both commercial and residential areas including: - Variable-price (market-based) parking strategies - Parking Benefit Districts - Mobility Hubs - Other relevant solutions proposed or in practice in other communities o Incorporate financial strategies that would assist in funding: - Improvements to neighborhood streets including curbs and plantings to reduce parking on sidewalks - Structured parking in Watertown Square Task 4: Fiscal Feasibility Analysis o Estimate start-up and ongoing administrative costs of the preferred parking program. o Recommended technology or staffing needs to support a new program. o Project potential revenues based on recommended pricing structures and participation rates. o Recommend preferred fiscal implementation strategies consistent with what is permitted under Massachusetts laws and Watertown financial policies.
