Site work and paving for a mixed-use development in West Fargo, North Dakota. Completed plans call for site work for a road / highway; water / sewer project; water / sewer project; sidewalk / parking lot; and water / sewer project.
The work consists of replacement of water distribution, sanitary sewer collection, and storm sewer systems; street reconstruction; street lighting; concrete flatwork; and incidental items. Bids will be received for a single prime contract on a unit price basis. Each bid must be accompanied by a bidder's bond in a sum equal to 5% of the full amount of the bid. The surety must be licensed in North Dakota and certified under the U.S. Department of the Treasury's Circular 570. Bidders must possess a valid North Dakota contractor's license for the full amount of their bid and enclose a copy of their license or certificate of renewal issued by the North Dakota Secretary of State, valid and dated at least ten days prior to the bid opening. The project anticipates funding from the Drinking Water and/or Clean Water State Revolving Fund program, requiring compliance with American Iron and Steel, Davis-Bacon prevailing wage requirements, Minority Business Enterprises (MBE) and Women's Business Enterprises (WBE) participation goals, Executive Order No. 11246, and the Build America, Buy America Act. Any lead service line replacements must replace the entire line unless a portion is already replaced or concurrently replaced with another funding source.
