The work involves Waste Water Plant Improvements for the City of Pawnee/Pawnee Public Works Authority in Pawnee County, Oklahoma. Bids are for a single lump sum item of "Waste Water Plant Improvements." Funding is through the American Rescue Plan Act (ARPA) grant program, requiring compliance with Labor Standards Contract Provisions and the Davis Bacon Act if the cost exceeds $10,000,000. All construction work and materials must conform to the Contract Documents prepared by Cimarron Valley Engineering, LLC. The successful bidder must be the lowest responsive and responsible pre-qualified bidder. Bids must be accompanied by a 5% bid security. Construction, Maintenance, Payment, and Statutory Payment Bonds amounting to 100% of the contract price are required. Bidders must not have engaged in collusion and must comply with all applicable federal and state requirements, including DBE and equal opportunity employment provisions. All bidders must be registered in the System for Award Management (SAM) and plan holders must register at www.civcastusa.com for all official documentation and addenda. Instructions to bidders include: - Bids submitted earlier than ninety-six (96) hours before the Bid Opening will be rejected. - Only original bids lodged with the City of Pawnee/Pawnee Public Works Authority are considered. - A certified or cashier's check from an Oklahoma bank or a Bidder's Bond for 5% of the bid amount is required as a bid guarantee. - Each bidder must provide a sworn anti-collusion statement. - Bonds from a licensed Oklahoma Corporate Surety, approved by the Owner and Engineer, are required. - The contract will be awarded to the lowest responsible, responsive, pre-qualified bidder, but the Owner may reject any or all bids, waive minor clerical errors, or reject conditional or unbalanced bids. - Compliance with DBE, Davis-Bacon Act (if applicable), and all applicable federal, state, and local laws is mandatory. - Bidders must remain valid for 30 days from bid opening, and printed copies of documents can be procured from the designated bidding website for a fee. - All official notifications, addenda, and other bidding documents are available exclusively through . email questions to matthewc@cveok.com QA date - 3-4-2026 Bidder shall submit all questions about the meaning or intent of the Bidding Documents to Engineer in writing.
