INTRODUCTION Southern California Association of Governments (SCAG) is launching the Connect SoCal 2050 Regional Transportation Plan/Sustainable Communities Strategy (the 2028 RTP/SCS cycle) development process, referred to as Connect SoCal 2050 throughout this document. Public engagement has long been central to shaping SCAG’s initiatives, and we remain dedicated to conducting outreach that is inclusive, innovative, and impactful. The last cycle highlighted the power of community voices through workshops, pop-up events, media buys, digital engagement, and community partnerships. For the Connect SoCal 2050, we are carrying those lessons forward retaining high-impact activities, reallocating resources to the most effective engagement strategies, and expanding opportunities to connect with the region’s diverse communities to create a plan that reflects shared priorities. PROJECT OVERVIEW SCAG is seeking Consultant support in implementing outreach and engagement activities associated with the development of Connect SoCal 2050. SCAG has identified the overarching engagement strategy, including areas where consultants will support outreach and engagement planning and implementation and areas where SCAG will take the lead. The Connect SoCal 2050 update process represents a critical opportunity for SCAG’s stakeholders to shape the future of the Southern California region. Given its regional significance and agency-wide importance, the Connect SoCal 2050 development process should exemplify SCAG’s outreach principles while advancing industry best practices in engagement. Effective engagement ensures that Connect SoCal 2050—and the specific investments and strategies it encompasses—are understood, debated, and thoroughly analyzed so that SCAG’s elected officials can make well-informed policy decisions. The planning process also provides an opportunity to expand public awareness of the region’s most pressing challenges and shared priorities. This includes explaining why and how the physical design of our region—from highways to neighborhoods—is evolving to address these challenges, as well as the role every resident can play in shaping the policies, plans, and investments that will guide our region for years to come. All engagement activities must comply with federal and state requirements for public involvement and interagency coordination. This includes compliance with federal and state metropolitan transportation planning standards (23 C.F.R. § 450.316 & Gov. Code § 65080), the Civil Rights Act, and Sustainable Communities Strategy planning guidance. In alignment with this effort, SCAG is also updating its Public Participation Plan (PPP) and consultation policy for Tribal Governments and Federal Land Management Agencies. The PPP outlines federal and state laws and regulations that set forth SCAG’s responsibilities as an MPO.
