The Contractor shall provide all resources and management necessary to operate, maintain, repair, and construct real property facilities at Rivanna Station, excluding military family housing but including unaccompanied/troop housing. Services include operations and maintenance for custodial support at the Child Development Center and access control point buildings, solid waste management, grounds maintenance, pavement clearance including snow and ice removal, facilities maintenance, surfaced and unsurfaced area maintenance, pest management, and all related functions described in the Performance Work Statement. The Contractor shall furnish all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services required to perform Preventive Maintenance Orders and Demand Maintenance Orders, including providing all necessary repair parts. Most work is performed in the Nicholson Building, a Sensitive Compartmented Information Facility (SCIF), and the Child Development Center. All key personnel must hold TOP SECRET clearance with SCI eligibility prior to contract award, and non-key personnel permanently assigned to the Nicholson Building must obtain the same clearance within 30 days of award. Contractor employees requiring access to secure areas must have no felony convictions, and prior military personnel must have been honorably discharged. The requirement supports a four-month bridge contract designed to accommodate recurring, new, changing, or fluctuating service needs through a combination of fixed-price and cost-reimbursement contract line items. The Method of Contractor Selection has not been determined at this Time.
