Garrettsville Village will accept sealed bid proposals for the 2026 Bill Phelps Village Park Entrance Drive, Clover Lane, Liberty Street, Maple Avenue, Meadow Run and South Park Project, which includes the paving of various road segments in Garrettsville Village, Ohio. Bids are for furnishing all labor, materials, and equipment necessary to complete the project. Bidders must provide a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code, issued by a Surety Company or Corporation licensed in Ohio. The bid security ensures the lowest and best bidder enters into a contract with the municipality, with the bid bond paid as liquidated damages if the bidder fails to enter the contract. Each proposal must include the full name of the party or parties submitting the proposal and all interested persons. Bidders must also submit evidence of experience on projects of similar size and complexity. Project completion is required by August 16, 2026. Contractors and subcontractors must use Ohio products, materials, services, and labor as much as practicable and comply with equal employment opportunity requirements of Ohio Administrative Code Chapter 123, Governor's Executive Orders of 1972 and 84-9, and prevailing wage rates as determined by the Ohio Department of Commerce. Sealed proposals must be clearly marked with the project name and delivered to the Fiscal Officer's office before the specified deadline to be considered. The Village reserves the right to enter into a contract with the lowest and best bidder and to reject any or all bids. Bid consists of 6 (six segments with various items in the base bid for each segment; The segment lengths and widths are as follows: Bill Phelps Village Park Entrance Drive is a length of 665 lineal feet by 20 feet wide. Clover Lane is 610 lineal feet by 22 feet wide. Liberty Street consists of two segments, one 1137 lineal feet by 21 feet wide and the second is 50 lineal feet by 26 feet wide. Maple Avenue 535 lineal feet by 28 feet wide. Meadow Run is 1182 lineal feet by 22 feet wide. South Park is 1103 lineal feet by 22 feet wide. All segments are scheduled to be quoted with the appropriate items with the appropriate quantities as indicated. Lot prices for the project should include costs for each separately: mobilization, maintenance of traffic, and bond. Unit costs may be used to extend the paving amount determined after planning and inspection by Village representative in consultation with the Contractor. Bill Phelps Village Park Entrance Drive: New pavement is to begin at the concrete entrance and proceed the entire length of the drive and adjoining parking lot. Clover Lane: Begins at the intersection of Meadow Run and proceeds 610 lineal feet to a butt joint with recently paved segment of Clover Lane. Both ends should feature a smooth butt joint to the existing pavement. Liberty Street: Pavement begins at a butt joint just north of intersection Eagle Creek Drive and Liberty Street and proceeds north to bridge concrete surface and continues an additional 50 feet on other side of bridge concrete to a butt joint with new pavement. Maple Avenue: Pavement begins at intersection of Maple Avenue and Water Street and proceeds 535 feet to intersection of Maple Avenue and Park Avenue. Both ends should feature a smooth butt joint to the existing pavement. Meadow Run: Pavement begins at intersection of North Street (SR 88) and precedes east 1182 lineal feet to abut new pavement on Clover Lane. South Park: Begins at the intersection of South Park and South Street (SR 88) and proceeds east for 1103 lineal fee
