The scope of work is for the 2-year supply and delivery of 2A modified subbase stone. All bids must be submitted through the Electronic Procurement System (EPS), and mailed or hand delivered bids will be rejected. The bid will be opened electronically at the scheduled time and will be secure and unreadable until then. Bids submitted after the specified time will not be opened or considered. Each bid must remain firm for at least ninety (90) days from the date of the Bid Opening and may not be withdrawn during that period. Disadvantaged business enterprises will be afforded full opportunity to submit bids and will not be discriminated against on the grounds of race, sex, color, or national origin. Contractors must comply with all applicable Equal Employment Opportunity laws and regulations and certify compliance with Executive Order 12549 (ineligible contractors). Any contract issued as a result of this solicitation is subject to a financial assistance contract between SEPTA and the U.S. Department of Transportation. Any change, modification, or clarification can only be made by a written Addendum issued via the EPS. All questions must be submitted in writing by the specified deadline for consideration.
