Plans and proposal forms will be available for download only from QuestCDN via the Novotny Engineering website, for a non-refundable charge. The Engineer may refuse to issue specifications and proposals to parties deemed unqualified. Proposals must be submitted on the provided forms. No proposals will be issued after 12:00 Noon on the specified deadline. All proposals or bids must be accompanied by a Bid Bond, Cash, or Certified Check for not less than five percent (5%) of the proposal amount. No bid may be withdrawn after opening without consent for a period of forty-five (45) days. Laborers and mechanics must be paid prevailing wages in accordance with the Davis-Bacon Act and receive overtime per the Contract Work Hours and Safety Standards Act. Compliance with federal labor standards, the Copeland "Anti-Kickback Act," Equal Employment Opportunity, and "Section 3" requirements for hiring lower income residents and subcontracting with local small businesses is required. The successful bidder must file a Performance Bond equal to one hundred percent (100%) of the bid and provide sufficient insurance or indemnity to protect against claims for damages due to negligence.
