Rehabilitation of existing sanitary sewer pipes throughout the City-Parish utilizing Cured-In-Place (CIPP) lining. Electronic or sealed bids will be received for this work. Bids, amendments, or withdrawals received after the time specified for bid opening will not be considered. Bids shall be firm for a period of sixty days from the date of the opening and may not be withdrawn in that period except as allowed by law. Official bid documents are available and may be obtained electronically or as paper copies for a fee. Each bid must be accompanied by a certified or cashier’s check, or a satisfactory bid bond, in an amount equal to five percent of the total bid. Only bids submitted on the furnished forms and by those contractors in whose names the forms and/or specifications were issued will be accepted. Paper solicitation forms will not be issued later than twenty-four hours before the proposal deadline. A minimum goal of three percent of the contract amount is established for participation by Eligible Business Enterprises, who must be certified under the Parish program at the time of bid submittal. All bidders must either achieve this goal or provide documentation of good faith efforts to do so. The apparent low bidder must submit specified EBE forms and Letters of EBE Certification within 10 days after bid opening. All contractors and subcontractors must comply with State Licensing Law for Contractors. It is the responsibility of the general contractor to ensure compliance by all subcontractors.
