Closing Time: 2:30 PM (NT) MCW Custom Energy Solutions is seeking qualified trade contractors for the Site Works package at 5 Wing Goose Bay, NL, as part of the Energy Performance Contract program to modernize the base heating and electrical infrastructure. The intent of the overall project is to deliver a new Central Heating Plant and associated distribution and building level upgrades that improve reliability and support electrification, including high voltage and substation works, plant process piping and equipment installation, and remote building mechanical and electrical upgrades. The Site Works package provides the enabling civil and underground infrastructure required to support this build, including complete underground services and site restoration to finished grade, with final scopes, limits, and interface responsibilities defined in the issued tender documents. This package includes all labour, materials, equipment, supervision, services, and incidentals required to complete the full site package for the new Central Heating Plant at CFB Goose Bay to finished grade. Work includes underground servicing and infrastructure (civil, electrical, communications, and mechanical), civil earthworks, excavation and trenching, bedding and backfill, finished grading, granular base and subbase, cast in place concrete works, asphalt, landscaping, and restoration, as shown on the drawings and specified. The scope includes all coordination and permitting required to execute the work, including utility locates and dig permits, protection and relocation of conflicting overhead and underground utilities (in coordination with the Base and local utilities), dewatering, and erosion and sediment control. The work also includes all testing, certification, and closeout documentation for underground utilities and civil works (including flushing, chlorination, pressure testing, and video inspection as applicable), and completing priority access works to maintain fuel oil delivery access to the existing B371 Central Heating Plant prior to August 31, 2026 where indicated. Typical inclusions: Utility locates, dig permits, coordination with Base and local utilities, and relocation or rerouting of conflicting overhead and underground services; site clearing, stripping, excavation, cut and fill, subgrade preparation, trenching, bedding, backfill, compaction, and finished grading; removal and replacement or installation of underground water, sanitary, and storm systems including hydrants, valves, manholes, catchbasins, grates, and storm detention chambers, including required testing and inspections; civil interfaces for underground electrical and communications, including excavation, backfill, and concrete encasement, and forming and placing ductbanks where specified; excavation and backfill for underground steam and condensate routes and service vault civil interfaces, including coordination with prefabricated piping requirements and leak detection provisions; supply and installation of oil water separator systems and associated civil components, plus monitoring conduits and terminations where shown; structural site concrete works including service vaults, protective slabs for steam and condensate loops, line anchors, equipment pads, and the diesel delivery apron; granular base and subbase for asphalt and site concrete, plus curbs, sidewalks, aprons, miscellaneous pads, bollards, signage, asphalt paving, line painting, and pavement markings; temporary works, dewatering, erosion and sediment control, winter protection as required, and final landscaping and restoration to specified finish condition; priority construction of temporary roadway and access suitable for fuel oil delivery to the existing B371 plant prior to August 31, 2026 where indicated.
