**Per Addendum 1 the bid date has been extended from 0/20/26 to 03/26/26** Polk County, North Carolina, is soliciting sealed proposals from qualified contractors for Alexander's Ford Park Walking Trail - Debris Removal Services under FEMA Project 803888 - Category A, due to Hurricane Helene (FEMA-4827-DR-NC). Proposals must be submitted sealed, either by mail or hand delivery, by the stated deadline. Attendance at a mandatory pre-bid meeting is required to submit a proposal. The project is funded in whole or in part with federal disaster recovery funds, and contractors must comply with all applicable federal, state, and local laws, including 2 C.F.R. Part 200 (Uniform Guidance) and FEMA procurement requirements. Contractors must not be debarred or suspended from federal contracting and must be registered in the System for Award Management (SAM.gov) at the time of award. A bid bond or deposit equal to five percent (5%) of the proposal amount is required. If awarded, performance and payment bonds equal to 100% of the proposal amount will be required. The successful contractor will be required to provide certificates of insurance meeting the stated requirements prior to contract execution. The County reserves the right to reject any or all proposals and to waive informalities as permitted by law.
