The work consists of furnishing the equipment, personnel, and labor required to load, transport, and land apply the liquid sludge (biosolids) produced at the Carl R. Nelson Wastewater Treatment Plant in Adrian, Lenawee County, Michigan, to approved land application sites. The contractor must ensure there are sufficient approved application sites for the biosolids generated. All portions of the contract are subject to approval and inspection by the City of Adrian, EGLE, the United States Environmental Protection Agency, the Lenawee County Health Department, and the Lenawee Soil Conservation District. Proposals must be submitted on prescribed forms, properly executed, within a sealed envelope endorsed "BIOSOLIDS CONTRACT PROPOSAL," and accompanied by a bid bond (5% of bid) or certified/cashier's check as a guarantee. A performance bond of 100% of the contract amount is required. Bidders must provide details of their experience, financial status, available equipment, and personnel qualifications. Each bidder must be able to follow the Residuals Management Plan within the NPDES Discharge Permit issued to the City of Adrian by EGLE and be capable of performing land application work in spring, summer, and fall (no frozen ground application is permitted). The City of Adrian reserves the right to reject any or all bids and to waive technical defects and informalities as needed.
