Renovation of a municipal facility in Birmingham, Alabama. Completed plans call for the renovation of a municipal facility.
Sealed bids are invited for City Hall Accessibility Improvements at 710 20th Street North, Birmingham, AL. All bids must be on a lump sum basis and submitted in duplicate on the provided Proposal Form. No pre-qualification of bidders will be conducted. The work must comply with applicable state and local accessibility codes, including but not limited to, the Americans with Disabilities Act of 1990 (ADA), 2010 ADA Standards for Accessible Design, and 2017 ICC A117.1 Accessible and Usable Buildings and Facilities. For contracts exceeding $50,000, bidders must submit with their bid either a cashier's check drawn on an Alabama bank or a bid bond executed by a qualified surety, payable to the City of Birmingham, in the amount of five percent of the bid up to a maximum of $50,000. Any bid submitted for $50,000 or more requires the bidder to be a licensed general contractor in Alabama. The contractor's license number must be on the envelope used to submit the bid. A Performance Bond and a Statutory Labor and Material Payment Bond, each for 100% of the contract amount, will be required from the successful bidder, as well as proof of insurance upon contract signing. All bids must include necessary materials, labor, bonds, permits, overhead, profit, taxes, insurance, and related costs. The bidder is responsible for ensuring their bid is complete and accurate. This project requires identification of trades and activities for which bids will be solicited from Minority Business Enterprises and Disadvantaged Business Enterprises (MBE/DBE). Bidders are encouraged to contact the Birmingham Construction Industry Authority (BCIA) for a list of potential subcontractors and must submit required MBE/DBE forms. Bids must be submitted in a sealed envelope marked 'City Hall Accessibility Improvements,' and may be hand-delivered or mailed to the specified address. The sealed envelope must contain: (1) Form of Proposal, (2) Sales Tax Attachment, (3) Authorization to execute the proposal, (4) fully executed bid bond or certified check, (5) MBE/DBE Forms A, C, and D, (6) copy of Alabama General Contractor's License, (7) current City of Birmingham Business License, and (8) E-verify documentation. Bids received after the specified deadline will not be considered. The City reserves the right to reject any or all bids and to waive any informalities. No bid may be withdrawn for sixty days after the date of bid opening. All cashier's checks or bid bonds will be returned except for those of the three lowest bona fide bidders until the contract is signed and required bonds and insurance are furnished. Bid date notes: The sealed bid envelope shall contain the following documents: (1) the Form of Proposal, (2) Sales Tax Attachment (3) the Authorization to execute the Form of proposal, (4) fully executed bid bond or certified check, (5) MBE/DBE Forms A, C, and D and (6) a copy of the Contractor's State of Alabama General Contractor's License, (7) a current City of Birmingham Business License and (8) E-verify documentation. Bids sent by any express carrier (Federal Express, UPS, Airborne, etc.) must specify delivery to Room 220 City Hall. Demo and replacement of 2nd floor restrooms in City Hall near room 202 Question Deadline 03/20/2026 Questions should be received by the Architect at least five (5) days prior to the date set for receiving of bids
