Separate sealed bids are requested for the construction of a turf softball field and items related to the softball field at George Kell Park in Newport, Arkansas. Each bidder must submit security with the bid, in the amount, form, and subject to the conditions provided in the Information for Bidders. The Owner reserves the right to waive any informalities or to reject any or all bids. All bidders must conform to the requirements of the Arkansas State Licensing Law for Contractors. No bidder may withdraw their bid within 60 days after the opening date. Contractors are encouraged to attend the pre-bid conference. Press Box *If forwarded by UPS or FedEx , the sealed envelope containing the bid must be enclosed in another envelope addressed to : City of Newport , 615 Third Street , Newport , AR 72112 It is intended that the contract shall include all materials , labor , equipment , services , etc. required for THE CONSTRUCTION OF A TURF SOFTBALL FIELD AND ITEMS RELATED TO THE SOFTBALL FIELD AT GEORGE KELL PARK . The Contractor will not be required to perform work that is not within the general character and scope of the Bid Documents or not reasonably inferable therefrom ; however , he must recognize and accept the fact that these documents are not intended to illustrate or describe each and every possible detail of construction or finish that will be encountered in the execution of the work , nor can they show the exact location of each mechanical line , wiring device , fixture , etc. Where conditions are encountered that have not been specifically shown or detailed , they shall be worked out and finished similar to other details of like nature . . B. C. Construction of a Turf Softball Field including the Staking of the field using GPS and staking of home plate . Removal of organics and haul spoils to a location specified by the city . Construct drainage system , install base system , geomembrane liner , install turf softball infield , install green turf system in green areas , install sand and rubber infill as required . The turf system shall have a 10 - year warranty . Construct bullpens with netting . Construct Backstop wall with 30 ' high , 4 - pole netting system . D. Construct brick dugouts . E. Construct batting cages with netting . F. Fencing to include 6 ' black fencing around the outfield wall , 6 ' black fencing down each sideline , 4-4 ' gates , 1-12 ' maintenance gate down right field line , and 2-30 ' foul poles . Lighting improvements include removal of existing poles and fixtures , install a new 4 - pole system with 50/30 foot candles for high school field softball . Provide and install a Nevco or equal scoreboard to include a static 8 inning ( inning by inning ) scoreboard . Score board shall be 16'x5 ' with timer , time , and wireless control . Provide wireless controller with carrying case . Provide all trussing , installation with I - beams . Provide cutout lettering . Bleachers shall include 152-22 " Chairback seats on closed deck angle framed bleachers with a 12/36 rise / run with 152 total seating . Install a press box with a landing on the center set of bleachers behind home plate . The press box shall include on entry door with vision lite , provide 1 interior room , a single thru the wall heating / cooling unit . Install a countertop along the front wall . Install vinyl windows along the front of the press box . Construct all required concrete to include concrete sidewalks , concrete foundations , and concrete pads . Construct ADA accessible sidewalk to connect new field to existing sidewalks . Provide all electrical required for the lighting system , press box , and any electrical / lighting for the dugouts . The softball shall be a complete turf field ready for use once construction is complete . A proposed field layout is included at the end of these bid documents . The bidder shall provide a proposed layout of the softball field and all required appurtenances listed in the Scope of Work with the bid . The bidder shall provide a detailed description of all items provided with the bid .
