The City of Hutchins, Texas is soliciting proposals for professional consulting services to assist with developing a Parks, Recreation, and Special Events Master Plan. Key components of the project include meeting with City staff and officials to understand issues and goals, ensuring a system-wide approach to develop goals, policies, and guidelines, prioritizing strategies based on current and future funding scenarios, and using the gathered information to draft a Parks, Recreation, and Special Events Master Plan to be approved by the City Council. Proposals must be submitted electronically through the City's Bonfire E-Procurement Portal, and eight hard copies must be delivered to the City Secretary's Office. Proposals must be clearly marked. Late proposals will be rejected. There will be no public opening for this proposal. The City Staff will review proposals and the top ranked applicants will interview with the City Council for final selection. The City of Hutchins reserves the right to reject any or all responses received as a result of this request. Question Deadline 02/27/2026 at 5:00 PM CT he City of Hutchins is seeking proposals from qualified consulting firms to provide services to the City to develop a Parks, Recreation, and Special Events Master Plan. The City has a strong commitment to provide fair and just access to high-quality parks, green space, recreation facilities, and programs for all members of the community and this Master Plan will help us achieve our commitment. Specifically, the consultant will collect and analyze data to develop a clear set of goals, policies and standards for the community’s park system, green space, trails, recreation facilities and program development for the next ten years. This includes developing a mechanism for the City to host a unique annual event for which the City can be recognized. The consultant will work closely with City staff, Parks and Recreation Board, and the City Council in preparing the Master Plan. Final deliverables include ten bound copies and an electronic copy of the Master Plan, and GIS compatible files of the Master Plan. The GIS files will be added as a layer in the City’s GIS map to provide a visual of anticipated changes. The Master Plan document shall include a comprehensive inventory, analysis of needs, and realistic implementation strategies catered to the City’s available resources. This project will require heavy involvement with the Parks and Recreation Board and City Council, and applicants should expect to facilitate joint meetings. Input from other community members is vital. It is expected that the process will take approximately six to nine (6-9) months to complete upon project award.
